    Preheat the oven to 220°C / 425°F with a tray inside so the parcels begin cooking the moment they touch heat. Cut 4 large parchment hearts or rectangles. Pat the prawns completely dry; surface moisture dilutes flavor and prevents proper steaming balance. Arrange the measured ingredients in order of use: fennel, shallot, garlic, tomatoes, capers, wine, lemon, herbs, butter. Chop the parsley leaves and keep the stems separate. Critical point: once the prawns are seasoned, the assembly must move quickly so the salt does not draw out excessive liquid.

    In a small sauté pan over low heat, warm half of the olive oil. Add shallot, garlic, fennel, and parsley stems. Cook gently for 2 to 3 minutes until glossy and fragrant, never colored. Add the wine and reduce briefly by about one third; this removes harsh alcohol while keeping freshness. Fold in the tomatoes and capers for 30 seconds only, then remove from the heat. Critical point: do not fully cook the tomatoes; they must finish inside the parcel and release their juices there, not in the pan.

    Place the prawns in a bowl with the remaining olive oil, lemon juice, lemon zest, sea salt, white pepper, and half of the chopped parsley. Toss delicately so every piece is coated but not compressed. Let stand for 3 minutes only while you prepare the parchment. Critical point: a long marinade is unnecessary and can tighten the flesh; this dish relies on immediate cooking and trapped perfume, not prolonged curing.

    Divide the warm aromatic base among the 4 parchment sheets, placing it slightly off-center. Arrange the prawns on top in a single loose layer, then spoon over any juices from the bowl. Dot each parcel with a little butter and a final touch of parsley. Fold the parchment tightly, creating a sealed packet with enough inner space for steam to circulate. Critical point: the seal must be secure; if steam escapes, the prawns roast instead of gently steaming and their texture becomes firmer than desired.
